I wish to comment that this proposal (FRA-2012-0016-0001) is a very sensible and important proposal; I approve of it in its entirety. I have watched as far too many simple, small rail improvement projects, which had large benefits for the environment and for people and little downside, get tangled up in red tape for months and years. The proposed categorical exclusions would allow these routine improvements to proceed efficiently, while still making sure that major projects with actual risk of environmental damage have full assessments. Please approve these exclusions as soon as possible.
