12Dec11 Comments regarding USDA-FSA Proposed Rule Regarding Disaster Designation Process General comment: On behalf of Texas AgriLIfe Extension Service of the Texas A&M University System please note that we support the aim of this proposed rule and wish to submit two specific comments and suggested language for your consideration. Comment #1 The term county extension agent has been used in previous language to designate local Cooperative Extension personnel as a part of the CEB. Clear designation of local extension agent/educator participation is needed to ensure continuity of operations when personnel changes take place in county level USDA offices as well as county extension offices. Suggested language for: Fed Register / Vol. 76. No. 219 Pg 3 § 759.3 Column 2 is…. “CEB or the County Emergency Board is comprised of the representatives of several USDA agencies, including the local cooperative extension agent/educator, who have responsibilities for reporting the occurrence of, and assessing the damage caused by, a disaster, and for requesting approval in declaring a county a disaster area.” Comment #2 The proposed rule does not clearly distinguish State Cooperative Extension Service as a part of the State Emergency Board (SEB). Suggested language for: Fed Register / Vol. 76. No. 219 Pg 3 § 759.3 Column is “SEB is comprised of the representatives of several USDA agencies, including Cooperative Extension, having emergency program responsibilities at the State Level.” ~end comments`
