On Sunday August 21, 2011 at approx. 8:28 A.M.I observed Citibus of Lubbock, Texas doing a unauthorized charter that is not allowed under the FTA- Charter Service Rules Title 49 — Part 604 Please see attached pictures .... Facts 1. This was a charter that we did last year... See Citibus notice from 2010 – (attachment ) Why would it be a charter last year and not this year ? 2. Charter was done on a Sunday August 21,2011 when Texas Tech was not in session yet. 3. The route that Citibus made this year so they could do this charter I believe is a temporary route . See Attachment ( Greek Circle Route ) Notes that is not the route the followed. 4. When I spoke with Shannon Garrett from Citibus through e-mails (attachment ) she claimed no knowledge of event but, they staged 8 buses there on a Sunday. 5. I also informed her of the potential violations of rules, She also stated maybe they were used a fixed route but according to their website they don’t run these on Sundays. see http://www.citibus.com/ 6. There are also further violations that I have already filed a previous complaint about them doing what they call special service charters which include a Friday Art Trail and a Spirit Express bus which they put out a notice for but wont acknowledge that I told them that our company was interested in providing that service. They have brochure's on both these events- (attachments) 7. Monetary damages just on this was charter was over $30,000.00. (If the government provided funding for our buses like they do Citibus then we would be able to compete with their prices which is why this rule was made)
