Thank you for the opportunity to comment on the Notice of Availability of Proposed New Starts and Small Starts Policy Guidance. The Washington State Department of Transportation is a lead partner with the Oregon Department of Transportation in the Columbia River Crossing project. WSDOT is the New Starts FTA grantee for the CRC project, and would like to submit our comments in the attached letter.
