Southeastern Pennsylvania Transportation Authority believes it would be in the public's interest to grant New York Metropolitan Transportation Authority's request for a Buy America waiver for their 86th Street Station for the Second Avenue Subway project due to the cost savings and with no impact on the Buy America goals.
