In a place like Puerto Rico, the whole island is considered minority becusse 95% of the population is Puerto Rican or hispanic, it is unclear as to how to determine the majority of a low income or minority group given the case of PR. Another example is Atlantal, GA Atlanata is predominatelhy black. how is the majority determined when a community such as the one in Buford Highway, still a part of metro Atlanta but is asian and hispanic. How is general populationa that is black, a miniroty and a city within the black metro - asian and hispanic...the definitions need to be more clearly defined for the the prepares and reviewers.
