The proposed designation of critical habitat for the conservation of Oregon chub
(Oregonichthys crameri) as published in the Federal Register on 10 March 2009 is
well considered and well presented. The document accurately describes the
habitat requirements for this species, the historical changes in Willametter
River basin ecology and flow regimes, and the underlying reasons for this
species endangered status. The principal research and survey findings by the
Oregon Department of Fish and Wildlife and Oregon State University are well
reflected in the document.
Stemming from the understanding of Oregon chub life history and habitat
requirements, the identification of four Principal Constituent Elements for
Oregon chub critical habitat on p 10417 are appropriate and well-supported by
our understanding of this species. Similarly, the application of these PCEs to
identify areas where these features are found is also well-reasoned and
supported by the scientific research and surveys. The threats to Oregon chub
and its habitat are accurately represented in the discussion of special
management considerations or protections on p 10418.
The Service is to be commended for preparing a thorough and articulate
discussion of the habitat needs, and the threats to important habitat, of the
Oregon chub. This discussion fully supports the careful selection of the
proposed critical habitat areas.
