Critial Habitat does not create a refuge, but already is a refuge for Bull Trout. It is necessary that people are obligated to get a federsl permit before doing anything that manipu;ates the waters and examine how the job might affect the bull trout. The lakes, reservoirs and ocean used by the bull trout, and it is imperative to preserve them for this threatened species. Support designation for bull trout habitat.
