Barred Owls and Spotted Owls are closely related and have been known to cross breed. The Barred Owl has competitive advantages over the Spotted Owl and is better suited to survive. This sounds like evolution in progress and I am of the frim conviction that if we want to save Spotted Owls the best course is to let nature take its course. Leave the Barred Owls alone!
