I have reviewed the proposed rule for the listing as endangered and designating critical habitat for both the Three Forks springsnail (Pyrgulopsis trivialis), and the San Bernardino springsnail (Pyrgulopiss bernadina). I thought the proposed rule was well written and accurate. I only have one comment to make.
My comment is in relation to the Three Forks springsnail at Boneyard Bog. I think that one of major threats to the springsnails and their habitat is from grazing cattle. While elk, and elk wallows may threaten their habitat, I believe elk are much less of a disturbance than cattle. The current fence around Boneyard Bog is inadequate and in need of repair, it does not prevent cattle from entering Boneyard Bog. Every time I have visited the site I have seen 25-35 cattle within the enclosure walking and grazing within and on the springseeps.
