the people of the us want the habitat designation this year. this agency puts off work for years and years, waiting for the species to be extinct before it acts. this is a very negligent agency. even its own employees need to continually fight with it. 2011 is too far off. since fws just snared and killed a jaguar i think the employees at fws should be taxed for their negligence and to pay for any jaguar restoration. it is clear they acted negligently and should not get away with such stupidity. this agency desperately needs new management and new employees. the staff is careless and negligent, carying nothing for environmental care.
