I am writing to comment on question 9 in the FR Notice. The comment period should be extended because the FR notice contained a major error misstating that the economic analysis, EA, proposed rule, etc. were all posted at this website. That statement is untrue. Only the proposed rule is posted here. The FR notice left the public wondering where to find the draft economic analysis and draft EA, and having to waste valuable time hunting for them. The FR notice therefore requested comments on documents that were not readily available to the public. In addition these documents, once located, are rather long. The time window of just 30 days to comment was already too short for people to read, analyze, hire consultants, and prepare meaningful comments. I am therefore requesting the public comment deadline be extended to allow an additional 30 days.
