I think this proposed rule is a great idea to establish more protected refuges for manatees. This will provide protected habitat and will estalibish more aquatic vegetation for foraging. The population will soon increase and hopefully the florida manatee will move from endangered status to threatened and eventually be taken off the ESA. When the population increases this will improve genetic diversity causing less inbreeding.
