That such extremist, heavy handed, and ill thought out measures would be put in place to protect a butterfly while tangentially listing two species that are not threatened in the least is...well...exactly what I would expect from a government that listens to lobbyists more than common sense. Lets protect critical habitat, monitor the existing populations, and not add another crazy regulation that negatively effects the very people who may care about the butterflies the most, the people spending time in the field observing, and yes at times collecting, butterflies or other type of invertebrates that they find of interest.
