We are electronically submitting the attached comments, developed by staff with the National Council for Air and Stream Improvement, Inc., on the proposed rule to list eight species of freshwater mussels in Alabama and Florida as endangered or threatened and to designate 1,495 miles of stream and river channels as critical habitat (Docket No. FWS–R4–ES–2011–0050).
