The economic analysis for the Rabbitsfoot critical habitat listing has not yet been released. Is consulting on critical habitat going to increase costs for highway departments and other public infrastructure entities? Will it increase the amount of time needed for consultation?
How is USFWS going to ensure consistent consultation on critical habitat throughout the species range? The term “adverse modification” is vague, and interpretations, policies, and level of consultation effort could vary between field offices.
