On behalf of the over 175,000 members of the National Association of Home Builders (NAHB), I respectfully submit these comments in response to the Revised Critical Habitat for the Preble’s Meadow Jumping Mouse (Zapus hudsonius preblei), as published in the Federal Register on May 27, 2010. In particular, NAHB is interested in ensuring that the U.S. Fish and Wildlife Service (hereafter “Service”) limit its critical habitat designation to only those areas that are affirmatively deemed essential to the conservation of the species, reevaluate its economic analyses to accurately assess the estimated impact on the residential construction industry, and exempt the areas and management plans currently covered by existing Habitat Conservation Plans (HCPs) from critical habitat designations.
