I believe that a citizen should be able to deter a bear because there can be instances where fish and game can not get to the location in time. People who live near populations of bears should know these guidelines and should be able to use them when needed. People have a right to protect themselves or their property, so using these deterances can help in those situations. When this reguation is passed their should be specific information given to the people who live near these bears and should be told how to properly deter a bear. Bears are becoming more people friendly in certain areas due to the population encrouching on their habitats. We should not punish these animals for being curious. These guidelines are good and should be able to be used by all.
