The resources belong to the public, THAT MEANS EVERYONE in this state. It does not mean commercial enterprises. NO ONE HAS any right to resources for their group, race or whatever. Once the individual right to the resource has been met then and only then can commercial or other access be allowed. NO MATTER HOW MUCH THEY PAY YOU UNDER THE TABLE!!!!!
