this proposal needs an eis , not an ea, ytou are attempting a cheap end run to avoid the environmental effects you should be examining. an eis is required. i think this is an attempt to scam the record. this frog should be fully protected. the failure on the part of fws to do the job of protection means the world is a less favorable place to live. the quality of life is being diminished by the failure of this agency to act to protect the animals god put on earth.
