I encourage the full espansion of the snowy plover protection areas. While in Oregon in March, I was on the beach in an area where the Snowy Plover was supposed to be protected. However, there were people walking dogs without leashes in areas where dogs were not even permitted. I called the Oregon Sand Dunes national recreation area about this. They said that they could not enforce the rules at all times. I asked that they make a report of this incident to enable furhter protections. Please protect the Snowy Plover to the full extent of all the acreage possible. john roberts
