From an engineering and construction point of view, it would be helpful if the Elderberry Beetle can be delisted. To facilitate construction of utilities and other projects, a flexible and efficient regulatory framework is needed. This allows local government agencies to address issues in a responsible method while still moving public works projects forward according to a resonable timeframe. While you cannot prevent gross neglect by some, I believe local governments and regulatory agencies can be improved the process if regulators are more flexible and accomodating in enforcing their policies.
