Remove the beetle from the list for crying out loud. We have levies in danger of collapse which pose the threat of property damage in the millions of dollars. There is at least one bridge in Yolo County in danger of collapse and possibly killing someone. You are holding up these projects for a few elderberry bushes!
There is a man who wants to make improvements to his property, but he can't do it because of some elderberry bushes -- although the homeless camp on that same property and use the bushes for firewood! It costs this man thousands of dollars each year to clean up after the homeless -- yet he can't build on the property and use it for its intended use.
On a personal level, I like elderberry syrup on my pancakes and vanilla ice cream. :)
For crying out loud, the beetle is no longer endangered by YOUR own standards. ENOUGH IS ENOUGH!
