The translocation program and the maintenance of an otter free zone is not Identified as a cause of the failure of sea otters to repopulate the southern waters. The belief that removing the fishers protection from incidental catch (which protection has not been invoked) and terminating the removal of otters from the zone (which also has not been done in 18 years) will "allow" otters to expand their range is false.
The real issues of the species failure to repopulate the southern waters are not addressed by changing these rules.
The species failure to repopulate the southern waters apparently are disease related due to urban runoff.
If you wish to see otters repopulate the southern waters may I suggest rulechanges concerning non-source point pollution rather than this action. This action merely allows the USFWS to extricate itself from an uncomfortable bureaucratic cul-de-sac where they violate law and show contempt of Congress.
