Comment on FR Doc # E8-25678

I do not think it is appropriate for several reasons to attempt to change the EA Section 7 consultation rules before President Bush exits the whitehouse for the following reasons: 1) review period is way too short 2) the reviewers will not be able to fully summarize the comments 3) the overall public comment and pariticipation phase is too short for such an important rule change 4) the CURRENT PROCESS IS WORKING 5) This is another form of deregulation that recently caused our economic problems - letting the wolf watch over the henhouse. It IS IMPORTANT to have an objective third party involved in these decisions. So please make no change to the rule at this time. In addition - this is one of the most complicated and hardest processes I have ever used to make comments!! Streamline this so people will and actually can make comments!! Make a link directly on the AGENGY web site, e.g. US Dept of Interior to jump right to the comment page, not have 3 or 4 web pages that say nothing about comments on them in between!!! Is this another BUSH designed non- transparent web page??
