The rule change proposed in 73 FR 47868 would undermine the consultation process that keeps
even well-intentioned administrators from allowing erosion of the standards that I believe are
essential to the Endangered Species Act. It can easily seem of minor importance to remove "just
one rivet" from the "airframe" of the natural world on which we depend for our lives, but one rivet at
a time is all that is needed for the wings to fall off. Consultation is the check and balance that
slows the process of popping out rivets.
I oppose this proposal. It must be withdrawn.
