I do consider that the proposed rule is excellent, and that do incloude almost all the scientis literature available today with regard to the current situation of Caiman latirostris, mainly in Argentina, wich is by far the most studied population on the region.
No doubt to me that the dowlisting from endangered to threatened in Argentina is a step ahead, but I'm also sure that in the future the species will be removed from that category also.
I'm attaching here a recent paper presented in Austria last year, where the benefits of the ranching program in Argentina are not only expresed on the caayman's population recovery, but also at the level of the benefits and conservation incentives for the local communities.
