Comment on FR Doc # 2011-25811

The petition adequately reviewed and analyzed existing information which, in turn, supports the conclusion that listing the Yellow-billed Parrot (Amazona collaria) as threatened under the Federal Lists of Endangered and Threatened Wildlife and Plants is warranted. The conclusions are logical and supported by the evidence provided. In pdf attachments, I provide several minor corrections, which do not alter the conclusions, and major updates concerning: (1) the smuggling of eggs for the international trade in 2011; (2) proposals to either repatriate the Yellow-billed and Black-billed parrots (Amazona agilis) which were successfully hatched and hand-reared by staff at Tiergarten Schönbrunn (the Schönbrunn Zoo; Vienna, Austria) or to establish a captive-breeding program for Europe; (3) the termination of a 2006 temporary ban on the importation of birds to Jamaica; and (4) in relation to the termination of the importation ban, I provide information concerning disease risk. These major updates further strengthen the need for listing and may require revision to the summary of Findings on page 62751.
