I do not see how this proposed rule will work or be regulated. Even if landowners and other volunteers got incentives to protect and benefit threatened endangered species, how can you be sure that these people will keep to their word and follow through? They could get their incentives and then change their mind as many people have done so in the past. Or, what if they move out and the new homeowners do not feel the same way as the previous owner?
