I own a military macaw. Limiting transport over state lines is ludicrous also. It limits gene pools where genetically diversified birds may be found in other states. WE (usa) are NOT the poachers and should not have birds bred in the US regulated as if they were in another country. Pouching happens. The US is out of the market but not all countries are. Look how effective the us as been in controlling drug trafficking! NOT
The Queen of Bavaria Conure has been regulated for a number of years. This conservation has not improved it's numbers in the wild especially with the new dam going in that is destroying the birds nesting and habitat sites. But, the US limits trade across lines thus limiting the increase in numbers of this bird. In fact by limiting to breeding within a state now has limited the number of birds available and has INCREASED the pay for these birds....a poachers dream. If there were a lot on the market the price would be reduced and poaching would decline!
I am against poaching to sell captured wild animals to those with money to have a pretty thing. I also am for genetic diversity which will STRENGTHEN the fortitude of those endangered species already in a pet/breeding home. To limit trade now across state lines is only about money...license fees, purpose for the fish and wild life to continue and is not for the parrot population. Limit movement to within a state and problems start with in breeding. The federal government cannot regulate that situation since it is not about crossing state lines. The FEDS do limit and in fact encourage keeping birds in the same state which makes them prime for inbreeding. When an animal is bred the best is saved for breeding. Siblings are sold as pets. Our birds live a long time and one day just might end up in a breeding situation. Breeding is not all bad and in fact some really do enjoy the life! There are a number of ethical breeders that will not mess up the gene pool. Help them by not endorsing this new law.
