Scarlet macaws are not endangered. The subspecies are able to breed with the nominate species, and therefore are not at risk of extinction. Also, these birds are bred in captivity at a high rate, due to their popularity. Increasing the restrictions makes no sense. Another issue to consider, is the Interstate sale/movement of these birds. Parrot Rescues are full now, due to multiple issues of human making. Restriction the movement of parrots between states, means more birds will be released to the wild, or put into rescues, as you leave people with no options for bird care.
