I have attached a comment letter on the Proposed Rule to List Five Penguin Species under the Endangered Species Act (73 Fed. Reg. 77303-77332); the Proposed Rule to List the African Penguin as Endangered Throughout its Range (73 Fed. Reg. 77332-77341); and the Proposed Rule to List the Southern Rockhopper Penguin in the Campbell Plateau Portion of its Range (73 Fed.
