Endangered and Threatened Wildlife and Plants; 12-Month Finding on a Petition to List Five Penguin Species Under the Endangered Species Act, and Proposed Rule To List the Five Penguin Species

I feel the U.S. Fish and Wildlife Service should be able to list these animals as threatened species. These animals would be protected under the law, and no harm would come out of adding them. We would be saving the lives of many of these animals.
