Comment on FR Doc # E9-16354

Dear Sirs, I am writing to comment on FWS-R9-IA-2009-0016; 96100-1671-9FLS-B6. As an owner of a pet Umbrella Cockatoo, also known as a white Cockatoo, I am very much against listing this bird as "endangered or threatened". In fact, the Umbrella Cockatoo is a very popular bird in the pet trade in the United States with many breeders of that species. These same breeders also have supported many conservation programs for this particular species. I personally know of well over a hundred birds of this species in the care of good, caring owners. While I understand that the habitat for this bird in Indonesia is at risk, I cannot understand how placing them on the list here in the United States will help them, except to place the species more at risk as people stop breeding them. As I read this document, I cannot really figure out how this might effect my ownership of my U2 except to note that it will make it nearly impossible for me to provide a way to take care of him if something should happen to me. I am not a rich person and cannot afford permits or licensing to have a bird and many of the sanctuaries I would consider for Stanley's welfare when the time comes, also cannot afford to go through the process. Thus, it would leave me with little choice. It is my understanding that the petitioner in this case has threatened to file lawsuits to force you to make a decision in their favor. This has been long a tactic of people who do not believe we should have any animal as a pet. I am asking you to resist the natural and normal process of just doing what a small but vocal group wants you to do and head the many voices that I know you are hearing who are against this regulation. Thank you.
