I have kept birds for 55 years! I have been involved in USF&WS approved captive breeding for release consortiums. I have utilized birds for educational purposes since 1970. I have never understood why Fish & Wildlife is so protective of birds unless it's to keep us 'ignorant' of what's out there so we don't complain about deforesting the U.S. Why would you discourage commerce in endangered species when it would encourage inbreeding/linebreeding and less genetic diversity for their survivability in captivity? Oh, yes...because you don't WANT them in captivity! There are many professional, scientific and well educated aviculturists. I personally do not breed birds or condone it. Don't you guys have enough to take care of? Why don't you go after the idiots who keep other wild animals like snakes, crocodiles, etc?
