The exclusion for these and other captive bred populations of species that are otherwise regulated by the Endangered Species Act has been clearly demostrated to be of great value to each species' survival. To remove the exclusion and thus impede private, captive propagation, would clearly harm each species' chance of survival. That this is even in question, is illogical and contrary to sound managment. Further, removal of the exclusion will have substantailly negative economic impacts on game farms and related support industries, local economies and jobs. Proponents of this rule are promoting personal philosophies and polical opinions over sound science, proffesional wildlife management and demonstrated success in preserving these species whose survival in the wild is so severely challenged. It is the responcibility and obligation of the USFWS to promote the conservation and promotion of these species in the United States, not impede the same for subjective reasons. The exemption for captive-bred individuals from prohibitions within the ESA should be maintained going forward.
