First and foremost, who benefits from the publishing of permit applications to the public? The animal rights sector and other groups that seek to stop animal captivity of any sort. I oppose the publishing of any USFWS permit application because it CAN and in some cases WILL further endanger the animals and/or owners by exposing information to those that may seek to harm.
Secondly, permit processing times are already too long. Permits are taking upward of 90 days for review by the Service, an administrative review that should be easily handled by the caliber of professionals hired at USFWS. We do not simply employ typists at USFWS, we employ biologists and other animal professionals. Let them do their jobs! The public cannot possibly supply any information that is not already available to the biologists at USFWS. They have done a good job processing permits for years (aside from the long waiting times) and they certainly do not need another LINK in the chain to make things more difficult.
The ESA is an archaic piece of legislation in need of a total revamp. Times have changed since the 1970's when it was designed and passed. Animals are now kept in captivity where their habitats have been diminished, or where they no longer have a place in the wild. Our laws need to accommodate captive practices and in some cases, even the keeping of some species as pets. Tigers are NO LONGER welcome in India, and Elephants are being killed due to the danger they pose to local inhabitants. Things have to change.
