My only concerns are 1. Black Duck numbers in the east have been declining due to interbreeding with Mallards. Possibly consider increasing # of Mallard taken in east and decreasing the number of Black Duck. 2. Extending any hunting season or adding new seasons in not acceptable. As a birder I get very tired of being denied access to great birding areas because of hunting. You need to consider who is pumping more money into the economy, hunters or birders. This is why I strongly encourage a new conservation stamp that is NOT based on hunting and why I've been pushing birders NOT to purchase Duck Stamps until we are recognized now as the larger contributer to the long term management of these species. That is birders and wildlife viewers are now the principle money source that hunting and hunters used to be. I support hunting but not to the exclusions of other activities.
