I always cringe when more allowances (or permits) are given in relation to a threatened or endangered species. Bald eagles may have been taken off the endangered species list but that doesn't mean that their numbers are so high that we should start bending the rules on this species. We need to be very careful if we are allowing landowners to take certain actions that will harm or kill bald eagles. Some landowners are going to probably make things up so they can kill the animal on their property. Some people don't want any wildlife on their land and are going to make things up to be able to do things "legally". The USFWS needs to be very careful before taking this step that could turn around and cause our bald eagle's to be vulnerable to perscecution again.
