you are lying to the public calling this cormorant "management" when it is a cormorant killing plan. you are managing them to kill them and you have lied to the public in your choice of words. deceptive governmentalese the wall st occupiers love to be lied to? no ea is sufficient. this needs an eis. an ea is a cheap sloppy deceptive document. goes along with the lying on what you are really up to here. there is no expansion of the population. there may be loss of habitat. we also have rapacious commercial fish profiteers who already kill every cormorant they see. i am sick of profiteers making oney on animals killing other animals that have traditionally relied on fish to eat to stay alive. this is wrong. this is usfws defilign their charter. they were creqted to save and protect, not "manage" to kill. the human population is the one expanding, not the cormorant. greedis taking away all places for nests for these birds. their population is declining. take the guns off the boats of the commercial fish rapacious profiteeers. they are killing the cormorants. we have a very ugly govt in the fws these days. very very venal, vicious animal killing agency is fws. aphis is a sneaky agency that sneaks into an area and kills when nobody in the area is even aware they are there killing. aphis needs total shutdown and loss of all budget funds. i oppose this bird murder plan. it is a bird murder plan and it shoudl properly be called a bird murder plan if you used proper english words, you hide the murder you sneak around and do. the people hate this agency.
