Eagle Permits; Changes in the Regulations Governing Eagle Permitting
I comment only as an individual and not on behalf of any organization.
In order to render climate disruption less severe, it may be necessary to kill eagles by building wind machines. Since this is a painful choice, the regulations for permits for nonpurposeful take of eagles should be reviewed often; therefore this permit should be for only 15 years, not 30 years. The USFWS should try to make it plain to all Americans that we are making a painful choice and that conservation and efficient use of electricity minimizes eagle kill. Please make other efforts to minimize eagle kill including:
Forbid wind machines on ridge tops and migration routes, even if that is where the best winds are.
Pick up dead birds of all species as often as possible in order to minimize their attraction to eagles.
Turn off wind machines during migration of any species in order to minimize kills that attract eagles.
