1. Selling of scrap items should also include items that are still required for an agency's mission, but have become scrap because of an accident or natural disaster. As an example - An agency needs a vehicle to meet its mission, but because of damage from a tornado (or traffic accident), the vehicle is now in scrap condition. The agency should be able to use the money from a scrap sale when purchasing the replacement vehicle.
