Chapter 2: Recommend that more emphasis be placed on PPIRS as a tool for evaluating offeror's past performance. Consider encouraging evaluators to use up- to-date data on PPIRS as an alternative to questionnaires. For example, suggest that agencies include the following as part of their solicitations past performance information requirements: "If the offeror's past performance information is located in PPIRS, then it is not necessary for a past performance questionnaire to be submitted."
