HIPAA Privacy Rule and the National Instant Criminal Background Check System

HIPAA privacy rules must not be waived for any purpose, including back ground checks for firearms. There are more than enough government data bases already. Furthermore, I would prefer the "risk" of a bad actor slipping through than the risk of an overbearing government.
