Federal law already gives individuals and institutions the right to refuse to
provideabortions and sterilization services. This regulation goes far beyond
that already
on the books even though there is no record of cases where such "protections "
are necessary. These regulations are dangerously encroaching on codes of ethics
that
professional health care workers subscribe to. They provide a climate of
anarchy in situations were a high degree of discipline is required.
The language used to justify these regulations "appearance of an attitude"
is chilling indeed. There is no countervailing responsibility to ensure that
care is delivered if the individual worker's conscience is offended. Please do
not promote this proposed regulation.
