After reading the details of this proposed rule, I have concluded that the consolidation of the two data banks is absolutely necessary. The fact that we have had two different banks collecting data for so long already shows how inefficient a lot of the organizations within government can be. There are too many entities that overlap in their duties and not only in this case is it important to have all of these files in one collection, it is extremely important that these cases are kept in an organized manner because of their uses. I think this proposed rule is just one of many that needs to reform our current government organizations and it needs to be done immediately. I also agree with the way in which the two banks of data will be consolidated. The transition period and the likeness of the way in which data is collected for the two banks provides a simple, yet needed, transition between the two banks to allow for the quickest and least problematic movement from the use of the both of them into just one.
