The problem with this idea, is that assessments are voted on by the homeowners in many communities - if you begin escrowing them, then do you plan to make each & every HOA prove to you that they have legally garnered the vote & agreement to such assessments? I think you are not interested in Governing HOAs, therefore, I think you probably should NOT implement this particular idea. Many CC&Rs require a simple majority vote, while others only a quorum, while still others require 100% agreement. To do this, is to simply believe the BOD (whoever it may be at the time) word, that the assessment has been voted upon & agreed. This quagmire is something HUD / and Mortgage Companies should just leave alone. Homeowners in every state are fighting to restore our rights as citizens. HOAs have so many problems and issues, from Illegal elections, to not using the "assessed" monies for what they were intended & voted on for. Again this is a bad idea, and i believe HUD should refuse to implement this rule on both Mortgage companies & homeowners.
