Again this is a no brainer. Section 8 homeownership should be allowed for homes
that are not yet constructed, and the Section 8 homeownership program should
drop the requirement that the PHA must join the program before voucher holders in
their jurisdictions can benefit from the program, the way it is set up now the PHA's
that refuse to join keep their voucher holders from becoming homeowners.
If this program was truly written to benefit all low income voucher holders then the
requirement that the local PHA must join or the voucher holder can not take
advantage of the program. Discrimination is alive and doing very well in the US
government by denying some the opportunity of homeownership while letting
others have it depending on the dictatorship of the local PHA.
