The regulations need to be expanded more to include a method to use the Capital Funds for debt service at the agency level. Once the transition to Asset Managment is completed, funds will be allocated at the project level. Some agencies have committed funds prior to the transition. The individual projects may or may not be able to fund the debt service. In addition, with ongoing demolition and redevelopment, Housing Authorities are in a constant state of change which will cause the realignment of AMPS. Therefore, the allocation of funding must follow the realignment. The construction of new developments in any one existing AMP will cause a direct reduction of funding at the AMP level.
