PHAS changes -
Resident surveys benefit the residents who gives the managment agent trouble.
These residents feel government housing entitles them to do whatever they
wish, rules are not for them..
Older residents in their 80 and 90, are afraid to respond for fear they will have
to move or don't understand the questions. Responses are generally answered
with the individuals reference to themselves. Do I feel safe???
The resident is afraid of falling in their apartment, they don't feel safe. But the
questions is regarding the complex.
Does the parking lot have abandoned vehicles? Their neighbor does not drive their
car for weeks at a time. The question meant what????
HUD housing should be treated as private housing, it is up to the
owner/management agent to keep residents happy in order to keep the apartment
units rented. No special treatment.
Simplify PHAS indicators. The housing authorities have to work with less
monies each year and they are not always able to complete the improvments they
need. Also small housing authorities have limited staff, because of budget.
PHAS monitors all HA regardless of financial conditions. You are not comparing
apples to apples.
Most ha are doing a good job but the Physical Inspectors do not reflect that. The
inspectors are trained poorly and are not consistent from inspection to inspection.
Some inspectors can really be awful. I will not allow a REAC Physical Inspection
without a HUD person present.
